Yep, sure thing.  All of the files necessary to update the firmware on  
Mercury and Penelope (except for the free Quartus II Programmer  
program which you download from the Altera website) are at:

svn://206.216.146.154/svn/repos_sdr_hpsdr/trunk/USBBlaster-Binaries
