[hpsdr] Penny Altera replacement

The FPGA's is not pre programmable - it's a volatile device whose 
configuration is loaded from the EPCS4 ROM each time the chip is 
powered up.  So you can replace it without having to worry about any 
pre programming.   The EPCS4 is programmed via JTAG once the board is 
assembled.
