[hpsdr] Question on Mercury startup

I will be taking the Mercury I purchased from TAPR out of the box 
soon to get it going.

I see a lot of discussion going on here about reprogramming it, and 
how to accomplish this. But I have not seen any discussion of why 
they are being reprogrammed.

I did a cursory read of the startup documentation, but didn't find 
any reprogramming notice - maybe I missed something.

Will my TAPR Mercury need to be reprogrammed before I use it? How 
about my TAPR  Penelope?
