I suggest that you short out resistor R37 on Mercury.  It slows down the
edge rate too much when Mercury is used as the clock source.  When
shorted out, the 10 MHz clock when originated from Mercury will look
the same as a 10 MHz clock sourced from Penelope.
Euro-Mercury does not have this resistor, so not an issue for Euro-Mercury.
