[hpsdr] Hex addresses for vCOM virtual com ports

Is it looking for the IO port address?  eg 0x3f8 or something like 
that.  I don't know it for sure, but suspect the vCOM drivers don't 
have IO ports addresses behind them.

BTW - what app is this - don't think I've heard of code looking for 
IO port addr's in a while.
