One finally note regarding installing jumpers to complete the JTAG chain on
unused Atlas sockets. If there are empty sockets after the last board in the
JTAG chain (i.e) between the last board and the Atlas power connector) there
is no need to install a JTAG jumper in those positions. The leftmost board,
having it's "Last JTAG" jumper in place, effectively ends the chain there.
