[hpsdr] Proposal for a new Software project.

  Just to let you know.  I have been using Qt4 for the last 8 years at
work and I am a big fan.  But remember our goal is to provides tools
that support development.  There are alternatives as well such as
wxWidgets.  Currently the plan is to not dictate for developers the GUI
but provide easier access to the data stream.
