[hpsdr] Keyer does not work for Penelope without Mercury-EU

When I tested Ozy_Mini with keyer-connector DSUB9 (and necessary circuits) I
found that the keyer is not working as long as I have only Penelope on
Atlas.
LED 2 on Ozy is steady on when I connect pin 6 or 7 of J8 to GND J8-5 but
there is no output.
Dits and dahs and output are working when I add Mercury-EU to Atlas.
