[hpsdr] KISS - No Ozy Board Found

I spent about 5 hours today figuring out what was causing the "No Ozy board
found  - Check HPSDR is connected and powered" message.  I eventually
disabled the QS1R driver that appears in the same device controller category
and the problem went away.

QS1R and Ozy (KISS) seem to be compatible except for some situations.  So,
if you have both radios and use KISS, keep this in mind.
