[hpsdr] Mercury SSB Phase Noise Testing

Hello Ron.

I had a look at the specs for HP8656B and the phase noise from  
0,1-123,5MHz at 20 KHz ofset is -114dBc/Hz so I think most of the noise is  
 from the generator.
