[hpsdr] OSR Learning Kit Application in WinUSB

I am attempting to understand how to write an application for the HPSDR using the Microsoft WinUSB drivers.  To do that I decided that I would first buy an OSR FX2 learning kit and write the application for that.  That way I could start with a known operating USB hardware module that I could yank around without fear.  I have the first cut running now an am about ready to go on to the HPSDR driver.

This test application for the OSR FX2 kit is written in Delphi version 7 which is easily translated to other languages.
