[hpsdr] New Wiki Page about "Getting Started" with hardware

As discussed during the TS session tonight, I wrote up a quick page on  
the hardware components to get started.  I'm not as familiar as some  
of the other of you folks with this, so if anyone has any fact  
checking issues, you're welcome to edit the page if you're able, or  
let me know and I can change things up.  Comments are definitely  
welcome as well.
