[hpsdr] Community Portal page rewrite (was: New Wiki Page about "Getting Started" with hardware)

Please improve the page or pages as best you can.....

Note that the HPSDR web page refers people to the Community Portal page,
so it is the first page a lot of people see.  Over time I think we
should consider how the wiki and web pages work together --- but that is
a big subject.
