Ken,

Thanks for the info but I suspect that's not the problem - my HPSDR 
boards are not 'new' - I've been using them on Windows with PowerSDR for 
a while now - I'm listening on 20m with Mercury now, back on Windows 
XP.  My boards are already configured via the quartus s/w:

Ozy FX2: 20090524
Ozy: 17
Mercury: 28
Penelope: 12

The only difference I saw with what you sent was Mercury at version 29.  
Maybe v29 is required for ghpsdr?
