You need to set up some parameters on the audio chip that gets the mic  
audio.  This is done via I2C commands.  My understanding is that it  
was done this way on Penelope first because it was fairly simple.  You  
can't do it on Mercury because there are only a limited number of I2C  
addresses available, and Mercury would be over the limit.  Instead,  
with mercury, we embed these settings inside of the packets we send to  
the board for the audio out and such (the "command and control"  
portion of the packet).

They're not pre-configured, they're pre-loaded with their firmware.   
There's a difference.  The commands in initozy are only setting  
variables on Penelope, they're not uploaded firmware like with Ozy.
