[hpsdr] Altera Quartus V9.1sp2

All,

Ken, N9VV, and I have tested the programmer function in Quartus V9.1 sp2 and 
it appears to work fine.  In which case I've added this as a menu option in 
the various *.bat files in  \USBBlaster-Binaries.

I'll also start to use sp2 for compiling all the HPSDR Verilog code from now 
on.
