Yes, get a copy of DDUtil by K5FR:

and use the online help files for setup with PowerSDR, then go to "How to"  
and 
#7 tells you how to set up a "Passive Listener" (Slave Radio). I use it  
with Yaesu
radios and I see instructions for use with Icom. Try it, but carefully read 
 and 
follow the help files.
