[hpsdr] Tracking Guide

Hi Pat,

You might look at SDR-Shell (for if applications) if you are using 
Linux.  It won't likely do exactly what you want as is, because I don't 
know if it has been used with hpsdr yet, but it did the tracking by 
using hamlib to communicate with the rig via serial port.   Likely some 
experimentation and expertise required.
