[hpsdr] "Express" USB Blaster version for loading Mercury v6.3

To  minimize website download time for upgrading Mercury to firmware  
v6.3 for dual Mercury board operations I have included an "express"  
version of the USB Blaster files (only 0.7MB download) as an option  
for download on the  website page

This USB Blaster express version automatically loads Mercury v6.3 into  
the Mercury board (no other firmware options are available in this  
smaller, simplified version).
