[hpsdr] HPSDR & Map65-IQ

Quickly looking at the code for Map65-IQ I can see the following 2 lines
in filbig.f (yes, it is written in Fortran):
! df=96000.d0/NFFT1
df=95238.1d0/NFFT1
All other references are to 96000. I would suspect that the 95238.1 is
a result of testing the actual sample rate of a specific audio card and
changing this back to 96000 would make it work better with HPSDR.
There are a couple of other lines that have been commented out and
values slightly changed which may also need changing back in this file.
No guarantees, but ...
