[hpsdr] Excalibur checkout

Hi Guys,
	I'm trying to complete the pre-power checkout on my just assembled Excalibur. 
I show no shorts to ground on atlas +12V or +5V. For the +6V test point I 
have about 2.4K to ground (OK). For the +5V test point I show 15.1K to ground 
versus 4.1K expected. For the +3.3V test point I show 111.9K to ground (sort 
of close). I re-checked these with both the lower pin of J3 and the shield of 
the lower BNC. I also tried a second meter.
	Any advice you can give with respect to these anomalies would be appreciated. 
I haven't tried a "smoke test" yet.
