[hpsdr] Open Source Hardware (OSHW) Draft Definition version 0.3

Hi All,

this could be interesting for future work: a second draft for a Open
Source Hardware license was published, which, beside a license for
hardware, also covers the affiliated software and documentation:
http://freedomdefined.org/OSHW

Maybe this is interesting for the HPSDR project and TAPR, as the Open
Source License of TAPR is the guide for developing OSHW.
