[hpsdr] Atlas voltages

I am new to HPSDR and just started to put together the radio. I have a
question about Atlas+LPU.

I have assembled and installed LPU and Atlas. The +12v and +5v are OK.

However, I measure +1.26v on A30, designated to +3.3v and is supposed to be
0, since LPU does not produce this.

The A28 (designated -5v) shows -1.31v and is also supposed to show 0 as LPU
does not produce it.

Is this normal? Won't it cause damage to boards going into Atlas?
