[hpsdr] Atlas voltages

The only power used by the current HPSDR card set is +12 and +5. (And 
very rarely -12V)
You can normally leave -12 V turned off in the LPU.

Today, nothing uses +3.3 and -5 V, so no issue. There are jumper 
options, and sometthing
could change in the future, but not now.
