[hpsdr] 2nd Mercury board sync problem fix

For those interested in running dual Mercury boards:

The sync problem mentioned yesterday with regard to the data stream  
from the second Mercury board is fixed.  The fix involved a change in  
the Ozy FPGA code, which is pending review, cleanup, and approval by  
Kirk and Phil, of course.

They will decide if the proposed modification to the Ozy FPGA code is  
generally appropriate for us or if a different approach would be  
better and they will ultimately issue an appropriate public software  
release for dual Mercury board implementation, I'm sure.
