I know that Phil was just getting Quartus 10 installed on Friday during the teamspeak session.  You may have to give those folks a couple of days to update the batch file.

You have to get the Mercury firmware loaded somehow.  The only two ways are through the USB Blaster binaries or via a real USB Blaster.  If you can't wait for someone to investigate and update the bat file, you can try to execute the commands contained in there by hand.  All the selection in the bat file does really is change the path to quartus_pgm.  If you were to change out the proper piece of the bat file to point to where your Quartus 10 version of quartus_pgm is, you'd be golden.
