[hpsdr] .NET Framework 1.1

Hi George.

I had to check, the Windows 7 installed is 64 bit...

I had problems with the USB driver for Ozy but after a second try the  
installation went through. (libusb0)

The version of PowerSDR is 1.10.4+ BaseSVN 2025.

But how do I get the PowerSDR 1.19.3 to run? I have downloaded the "Skins"  
but after having downloaded V/1.19.3 it runs but it can not find the  
"Skins". It must be a problem that they are in a wrong folder???
