[hpsdr] Initial drop of PennyWSPR code posted

Has the PennyWSPR code been deleted or moved. I get an error saying "No
repository found" when trying to check out the code using:
svn://64.245.179.219/svn/repos_sdr_hpsdr/trunk/PennyWSPR
