[hpsdr] 60-meter frequencies

i think it needs to be pointed out that a large number of HPSDR users
are not located in the US and the US frequencies will not be correct for
them. 

Edit your local data files to match your local frequency allocations. 
Users in other countries will do the same as appropriate.
