A further consideration is integration with the majority set up i.e. 
MERC/PEN/OZY.
Receive using Merc as a digitising IF is pretty seamless as would be tx if 
the minimum power of Pen is ok. The
other tx option may be a higher speed version of Pen idealy getting the 
required digital data from the Atlas bus via Pen
