[hpsdr] Hermes power consumption

Hello Kjell,
Many thanks for the information, 500mA/600mA @13.8V on receive sounds very 
suitable for battery operation, in fact 3A at 15W on Tx sounds very good too. I 
knew the ADC took about 1.25W but I wasn't sure about the rest of the components 
particularily the fpga.
