[hpsdr] PC Support for new code

Phil,

Are these versions required in order to take advantage of the power 
signals available from Alex?

Is there any reason not to upgrade to these while waiting for Alex?

If so, are they available somewhere for download (couldn't find them on 
the web/wiki - maybe via svn)?
