[hpsdr] PC Support for new code

Hi Pete,

Yes, these new versions are required in order to take advantage of the
power signals from Alex.

There is no problem in loading them prior to receiving Alex boards. The
FPGA code is presently being tested by those that write and maintain PC
code. Once they are happy that all is OK I'll release the latest versions.
