[hpsdr] PSDR v1.19.3.4 updated on svn

Everyone,

The forward and reflected power readings from Alex were added to PowerSDR
1.19.3.4 and uploaded to the svn server today. This will be added to the
beta version soon. 

The Ozy_Janus.rbf that's included is v1.9. If you're using a Penelope or
PennyLane board please update the firmware to v1.4.
