[hpsdr] Alex Bug?

I think I have found a bug in Alex operation.
When tuning upward at the listed frequency in the following Ham bands, the
next higher low-pass filter switches in. If I am not mistaken, there will
therefore be no second-harmonic protection from the indicated frequency to
the top of the band.
I have verified this operation with my spectrum analyzer.

160 Meters - 1.992 mHz
80   Meters - 3.992
40   Meters - 7.292
20   Meters - 14.342
15   Meters - 21.442
10   Meters - 29.692

I did not check 6 Meters.
