[hpsdr] USBBlaster-Binaries (including Penelope v1.4)

As I have had several private requests for my updated USBBlaster- 
Binaries folder that allows updating Penelope v1.4 via USB connection  
with Ozy or Magister, I have placed the folder on my website for  
download until such time as an appropriately updated folder is placed  
on the .svn repository, in case someone else also needs it before the  
svn gets updated:
