[hpsdr] gHPSDR3 PPA 2.2 master

PPA release 2.2 is online, based on master branch.
Hopefully this release fixex bugs in the HPSDR (rx only) hpsdr-server.

Who never installed the package in the past, must follow the instructions here:

  http://napan.ca/ghpsdr3/index.php/QtRadio_Installation#Installation_from_PPA

everybody else can simply update the package ghpsdr3 via apt-get or Update manager GUI.
If you have installed the ghpsdr3rxtx release, please remove it before install this one.
There are also instructions from Erich VK5HSE: you can find them in the hpsdr at lists.openhpsdr.org
