[hpsdr] Latest W5WC PowerSDR doesn't work with latest firmware

Jeff,

The latest release is loading Ozy 2.1. The file failed to upload to the
server. I placed the latest Ozy firmware on the server this evening.
 
Ozy 2.1 requires Mercury 3.1 and Penny 1.6. If you prefer to use an older
version of firmware for Mercury/Penny please edit the initozy11.bat for the
correct Ozy firmware.

I'm looking into the Metis problem also.
