[hpsdr] CW Skimmer

CW Skimmer only works with Ozy.  I am using it right now in the 10 M contest.  I am using an older version of the Mercury firmware with it.

There was also a another solution at one time where you could feed I/Q samples from PWSDR to CWS, but this does not work anymore since the 9 kHz IF was eliminated from PWRSDR.
