[hpsdr] Update to PowerSDR/OpenHPSDR 1.19.3.3

Added is a RF Delay control to the Setup/Options. This controls the delay
between the time the PTT is keyed and when the RF begins to be transmitted.
A lower number means a longer delay. Too high of a number and the RF will be
sent before the PTT Relay line is active. A setting of 1 equals ~45ms on my
system and 30 equals ~6ms.

 

The Disable PTT was not being remembered. This was fixed in this update.
