[hpsdr] Metis Arrived & Works!

Based on problems Dan W0IQ had, I have done some more testing.

Here are the base components:

1. Homebrew PC based on an Intel Motherboard with Vista 32 bit
2. Motherboard has an Intel PRO/1000 PL nic
3. A nic is installed in a slot- TP Link TG-3269.
   This nic appears as RealTek RTL 8169/88110.
4. TP Link 5 port switch (10/100/1000).

Here are three tests

Config 1.  Realtek to TPLink to HPSDR
- HPSDRProgrammer sees
-  KK fails to find
-  PowerSDR loops

Config 2.  Realtek to HPSDR
- HPSDRProgrammer sees
-  KK fails to find
-  PowerSDR loops     

Config 3.  Realtek to HPSDR
- HPSDRProgrammer finds no IP
-  KK works
-  PowerSDR loops 

I also have a big switch that does the DNS work for the rest of
my network.  I will eventually test configurations with it.
