[hpsdr] Windows 7 64bit Errors

To close the chapter on this from my end, I did remove the USBIO driver and PSDR would not launch again. So my speculation that it is an initial startup only issue was incorrect. As PSDR (1.9.3.3) for HPSDR Metis support stands today the USBIO driver is required at all times..
