Hi Joe,

Loading the FPGA from the JTAG port using the SOF file loads the 
firmware into the FPGA's RAM.  When you power down, the RAM contents 
go away and then you are back to "not working".

Use the SCONFIG header (J6) to load the firmware into the serial 
PROM. You must pick "active serial" in the Quartus programmer GUI and 
load the POF image.

If this does not work, then there is a problem with the PROM itself 
or the connections between the header and the PROM.
