[hpsdr] mercury-EU with v6.3 running (single board)

Hi all

I was capable of loading the .jic-File for v6.3 into mercury-EU using 
USB-Blaster. The board works together with the ozy-board. Next step will 
be, to run the TAPR-mercury in parallel.
