[hpsdr] svn server IP changed

Just to make sure, we're not talking about the registrar (who owns the
domain) but the DNS server (who controls the domain).  I do use DreamHost
myself for a couple domains and it does permit you to add arbitrary records
in so adding hosts should not be a problem (heck, they even support SRV
records)
