Paul,
I had this issue with powered speakers out of the janus / ozy setup. I
added circuitry and software that grounds the input to the powered
speakers when I transmit; also for a "monitor" output I installed another
stereo plug that does not mute that I use for transmit audio monitoring
when needed. You might try a different headphone set as I suspect that my
primary issue was the particular speaker set as well; I went through the
same as you with the chokes and such.
