[hpsdr] Layout for Jumpers on Mercury-EU

Hi Alfred, 

Joe"s Diversity Program works fine with the MERCURY- EU hardware. 

The hardware setup is identical to the TAPR Mercury but  Mercury EU has a different FPGA pinasignemet und therefor requires firmware V.6.3 compiled for that.

Jumper settings and 122,...Mhz clock routings for Joe"s diversity reception are well discribed on his homepage.
