[hpsdr] More Strange Behavior PowerSDR 1.19.3.2 , K7SR

Not sure I really have any valid input here, but the last time someone
complained about an even frequency offset it ended up being something having
to do with changing modes in and out of CW and causing a CW offset to be
applied to the frequency somewhere...
