[hpsdr] Windows 7 and USB

  Ok I am adequately confused.

So I did get the signed driver to install but now PowerSDR won't start 
up.  Errors out on finding Dttsp.dll
Do I need a 64 bit version of PowerSDR??

So I also attempted to try the regular 32 bit USBIO driver and it won't 
install.  So I guess it's back to the signed driver, but no PowerSDR.

Could I get a simple summary for getting OZY/Mercury/Penelope working on 
Win 7?
