[hpsdr] Penny FPGA Load

It doesn't matter what pair of Atlas bus sockets you use as long as they
are adjacent and Metis is farthest from the Power Connector.

HPSDRProgrammer makes use of the JTAG chain and if there is a gap between
boards, or they are in the wrong sequence, then the chain is broken and
the JTAG device discovery will fail.

It seems as if George is doing things correctly, his EEPROM on Penny
appears to be loading correctly according to the LEDs and HPSDRProgrammer
prompts but still the chip does not load.

We really need a WireShark trace to see what is going wrong.
